School violence

Thesedays, many korean media are focusing on school violence which has led many students to commit suicide. The victims had been hit by bullies for a long time. Their parents had not noticed until their children gave up their lives. Acutally, some teachers were not helpful when the victims were asking for help.
According to one survey, most of the students asked about what they would do if their mates are bullied answered that they would just keep it.
Those students are not to blame because there could be another revenge toward those who report to the authority.
There should be some enforcement for the bully to take responsibilities for what they have done.
After series of those tragic news, the education ministry considers putting the history of bullying in the student's record. Why do they just come up with this idea now?
