 In the first, "Filibuster" Leslie has to miss Ben's birthday party in order to protest Councilman Jamm's bill forcing voters to have an official Pawnee address in order to vote. Leslie thinks this will hurt her, seeing as it will remove the right to vote from any person who came over from Eagleton when she merged the two towns a few episodes ago. So she starts her filibuster on rollerskates, which happens to be Ben's fantasy, especially when coupled with bold political maneuvers.
